How does the regulator distinguish the lists?

Ireland's Health and Safety Authority describes Candidate List inclusion of substances of very high concern as a stage that can trigger information and notification obligations. Some substances are subsequently recommended for the Authorisation List, with a separate European Commission decision. Authorisation concerns specified uses and applicable dates and exemptions.

RFQ Templates is independent and is not affiliated with HSA or ECHA. This is a supplier-evidence aid, not legal advice or a chemical compliance determination. Qualified regulatory specialists must establish the actual duties, jurisdiction and current list entries for the supplied item and use.

Why is a generic REACH statement incomplete evidence?

Illustrative example. A fictional enclosure RFQ asks for evidence about a coating substance and its intended use. The supplier returns a Candidate List declaration for an earlier product configuration. That response does not establish the separate Authorisation List position, current composition or whether a particular use is covered.

Do not infer that Candidate List inclusion is a universal ban, or that absence from one list proves freedom from all chemical restrictions. Articles, mixtures, substances and uses need their own applicable review; another regulatory regime can impose separate requirements.

What should the supplier response identify?

Keep the original declaration and request a precise clarification through the RFQ channel.

What should the supplier response identify?
FieldEvidence to retain
ItemSupplied part, material and configuration
Declaration scopeSubstance, mixture or article identified
List evidenceExact list and checked version date
Substance identityApplicable identity and supporting evidence
Use contextActual intended use and jurisdiction
Authorisation reviewApplicable dates, coverage and exemptions checked by a specialist
DispositionQualified decision and remaining gaps

How should a quote comparison show uncertainty?

Mark an evidence gap explicitly and assign a qualified review owner. Do not replace missing use-specific evidence with a broad compliant label or assume a declaration for a different configuration applies. Recheck the reviewed position when the quoted material changes.

This worksheet does not provide a substance threshold, current list count or a market-access approval. Consult the regulator-linked current lists and the responsible compliance adviser for the actual transaction.

Common questions

What else should the bid team know?

Are the Candidate and Authorisation Lists interchangeable?

No. Identify the list and the actual declaration scope.

Does Candidate List inclusion alone mean every product use is banned?

No. Applicable obligations depend on the substance, item, use and regime.

Does this RFQ worksheet certify chemical compliance?

No. A qualified regulatory review must resolve the actual requirements.
