What distinction does the primary reference establish?
Oracle's supply-planning documentation treats Minimum Order Quantity and Fixed Lot Multiplier as separate order modifiers. That supports separating the concepts in a comparison; it does not establish the terms of a particular supplier quotation or prescribe how every software system combines them.
RFQ Templates is independent and is not affiliated with Oracle. Ask the supplier to state both the minimum and increment basis, including whether increments start from zero or from the minimum.

What must the RFQ response schedule ask?
For engineered electrical equipment or accessories, distinguish the required quantity from supplier packaging and commercial rules. Use one row per compatible quoted item and unit. A larger order must not silently increase the measured installation requirement.
| Field | Evidence | Review action |
|---|---|---|
| Required quantity | Approved package demand and unit | Preserve the takeoff requirement |
| Minimum | Written lower limit for this item | Check whether the limit is per order or item |
| Multiple | Permitted increments and their starting basis | Do not infer from carton size |
| Purchasable quantity | Supplier-confirmed compliant order | Show excess separately |
| Price basis | Per item, pack or complete lot | Reconcile the same supply scope |
| Exception | Written waiver or alternative offer | Keep it distinct from the base terms |
Why can a minimum of ten lead to an order of twelve?
Illustrative example. A fictional electrical package needs four identical accessories. A supplier states a minimum of ten units and whole order quantities in multiples of six from zero. Under those explicit terms, six is below the minimum, while twelve meets both rules. Purchasable quantity is twelve and excess over demand is eight.
If the written terms instead allow the minimum ten followed by increments of six, ten may be permissible. Obtain confirmation rather than assume the first interpretation. The example supplies no market price, recommended spare quantity or instruction to place an order.
How should excess supply affect bid comparison?
Show required quantity, purchasable quantity and excess in separate columns. Obtain the quoted total on that actual order basis before comparing suppliers. Do not spread an unknown lot price across the demand quantity and present the result as a verified unit offer.
Check whether surplus can serve the approved scope, where it belongs and who owns the commercial decision. A packaging minimum is not evidence that the project requires additional installed equipment. Any technical substitution or changed equipment selection needs the responsible engineer's approval; engineering sign-off is performed only by the registered engineer on the job.
Common questions
What else should the bid team know?
Is a minimum of ten an order multiple of ten?
No. A minimum and the allowed increments are different terms.
Can carton size alone establish the order rule?
No. Obtain the written quotation basis and any supplier confirmation.
Should excess quantity be added to the installation takeoff?
Keep the approved installation demand and commercial excess separate.
