What is outside the tool?
It does not verify design, price or supplier capability. The buyer and responsible reviewers make those decisions.

No. It structures comparable responses. The buyer applies the approved evaluation basis and obtains technical and commercial approval.
Can a blank supplier response be treated as included?
No. Mark it open, excluded or requiring clarification according to the approved evaluation rules.
